Five members of a Southern California family were killed Saturday when their van was rear-ended by an 18-year-old driver who was later arrested on suspicion of driving under the influence, authorities said.
The dead were among seven family members who were in the van, authorities said. The other two ? the 40-year-old female driver and a 15-year-old boy ? were hospitalized in critical condition.
Jean Soriano of California was booked into the Clark County Detention Center after he was treated and released at University Medical Center in Las Vegas, Nevada Highway Patrol Trooper Loy Hixson said.
The crash happened at about 3 a.m. on Interstate 15 near the Utah line. Soriano's sport utility vehicle struck the van from behind, causing both vehicles to spin out of control and roll near Mesquite, some 80 miles northeast of Las Vegas, investigators said.
A 23-year-old passenger in Soriano's SUV was treated at the hospital and released.
Authorities believe Soriano was returning from a visit with family in Utah to his home in California at the time of the wreck, Hixson said. They didn't immediately release his hometown or the names or hometowns of the victims.
Beer bottles were found in the SUV, Hixson said, and troopers performed a blood-alcohol test on Soriano at the hospital. The results won't be known for a couple of weeks, he said.
Hixson said only two of the seven people in the van were wearing seatbelts. The five who were not buckled in were ejected, but one survived.
"Unfortunately, so many in the van weren't wearing seatbelts, and some might have survived had they been wearing them," Hixson said. "We see it so many times where people can survive simply by having a seatbelt on."
The van was carrying a couple, their children and some aunts and uncles, he said. Killed were three men in their 40s, a teenage female and an adult female.

WASHINGTON (AP) ? Big business and labor have struck a deal on a new low-skilled worker program, removing the biggest hurdle to completion of sweeping immigration legislation allowing 11 million illegal immigrants eventual U.S. citizenship, labor and Senate officials said Saturday.
The agreement was reached in a phone call late Friday night with AFL-CIO President Richard Trumka, U.S. Chamber of Commerce head Tom Donohue, and Democratic Sen. Chuck Schumer of New York, who's been mediating the dispute.
The deal resolves disagreements over wages for the new workers and which industries would be included. Those disputes had led talks to break down a week ago, throwing into doubt whether Schumer and seven other senators crafting a comprehensive bipartisan immigration bill would be able to complete their work as planned.
The deal must still be signed off on by the other senators working with Schumer, including Republicans John McCain of Arizona and Marco Rubio of Florida, but that's expected to happen, according to a person with knowledge of the talks who spoke on condition of anonymity. With the agreement in place, the senators are expected to unveil their legislation the week of April 8. Their measure would secure the border, crack down on employers, improve legal immigration and create a 13-year pathway to citizenship for the millions of illegal immigrants already here.
It's a major second-term priority of President Barack Obama's and would usher in the most dramatic changes to the nation's faltering immigration system in more than two decades.
"The strength of the consensus across America for just reform has afforded us the momentum needed to forge an agreement in principle to develop a new type of employer visa system," Trumka said in a statement late Saturday. "We expect that this new program, which benefits not just business, but everyone, will promote long overdue reforms by raising the bar for existing programs."
Schumer said: "This issue has always been the dealbreaker on immigration reform, but not this time."
The AFL-CIO and the Chamber of Commerce, longtime antagonists over temporary worker programs, had been fighting over wages for tens of thousands of low-skilled workers who would be brought in under the new program to fill jobs in construction, hotels and resorts, nursing homes and restaurants, and other industries.
Under the agreement, a new "W'' visa program would go into effect beginning April 1, 2015, according to an AFL-CIO fact sheet.
In year one of the program, 20,000 workers would be allowed in; in year two, 35,000; in year three, 55,000; and in year four, 75,000. Ultimately the program would be capped at 200,000 workers a year, but the number of visas would fluctuate, depending on unemployment rates, job openings, employer demand and data collected by a new federal bureau pushed by the labor movement as an objective monitor of the market. One-third of all visas in any year would go to businesses with under 25 workers.
A "safety valve" would allow employers to exceed the cap if they can show need and pay premium wages, but any additional workers brought in would be subtracted from the following year's cap.
The workers could move from employer to employer and would be able to petition for permanent residency after a year, and ultimately seek U.S. citizenship. Neither is possible for temporary workers now.
The new program would fill needs employers say they have that are not currently met by U.S. immigration programs. Most industries don't have a good way to hire a steady supply of foreign workers because there's one temporary visa program for low-wage nonagricultural workers but it's capped at 66,000 visas per year and is only supposed to be used for seasonal or temporary jobs.
Business has sought temporary worker programs in a quest for a cheaper workforce, but labor has opposed the programs because of concerns over working conditions and the effect on jobs and wages for U.S. workers. The issue helped sink the last major attempt at immigration overhaul in 2007, which the AFL-CIO opposed partly because of temporary worker provisions, and the flare-up earlier this month sparked concerns that the same thing would happen this time around. Agreement between the two traditional foes is one of many indications that immigration reform has its best chance in years in Congress this year.
After apparent miscommunications earlier this month between the AFL-CIO and the Chamber of Commerce on the wage issue, the deal resolves it in a way both sides are comfortable with, officials said.
Workers would earn actual wages paid to American workers or the prevailing wages for the industry they're working in, whichever is higher. The Labor Department would determine prevailing wage based on customary rates in specific localities, so that it would vary from city to city.
There also had been disagreement on how to handle the construction industry, which unions argue is different from other industries in the new program because it can be more seasonal in nature and includes a number of higher-skilled trades. The official said the resolution will cap at 15,000 a year the number of visas that can be sought by the construction industry.
Schumer called White House chief of staff Denis McDonough on Saturday to inform him of the deal, the person with knowledge of the talks said. The three principals in the talks ? Trumka, Donohue and Schumer ? agreed they should meet for dinner soon to celebrate, the person said.
However, in a sign of the delicate and uncertain negotiations still ahead, Rubio sent a letter Saturday to Judiciary Committee Chairman Patrick Leahy, D-Vt., calling for a deliberate hearing process on the new legislation and cautioning against a "rush to legislate." Rubio and a number of other Republicans are striking a tricky balance as they simultaneously court conservative and Hispanic voters on the immigration issue.
Separately, the new immigration bill also is expected to offer many more visas for high-tech workers, new visas for agriculture workers, and provisions allowing some agriculture workers already in the U.S. a speedier path to citizenship than that provided to other illegal immigrants, in an effort to create a stable agricultural workforce.

WASHINGTON (AP) ? The U.S. has taken its first real swipe at China following accusations that the Beijing government is behind a widespread and systemic hacking campaign targeting U.S. businesses.
Buried in a spending bill signed by President Barack Obama on Tuesday is a provision that effectively bars much of the federal government from buying information technology made by companies linked to the Chinese government.
It's unclear what impact the legislation will have, or whether it will turn out to be a symbolic gesture. The provision only affects certain non-defense government agency budgets between now and Sept. 30, when the fiscal year ends. It also allows for exceptions if an agency head determines that buying the technology is "in the national interest of the United States."
Still, the rule could upset U.S. allies whose businesses rely on Chinese manufacturers for parts and pave the way for broader, more permanent changes in how the U.S. government buys technology.
"This is a change of direction," said Stuart Baker, a former senior official at the Homeland Security Department now with the legal firm Steptoe and Johnson in Washington. "My guess is we're going to keep going in this direction for a while."
Rep. Dutch Ruppersberger of Maryland, the top Democrat on the House Intelligence Committee, said he supports the restriction and doesn't think it would be too cumbersome for federal agencies. The Defense and Energy departments already are mindful of how its networks are built.
"Anything we can do to call awareness to the fact that we're continuing to be cyberattacked, we're continuing to lose jobs, and that billions of dollars in American money is being stolen," Ruppersberger said in an interview Wednesday.
In March, the U.S. computer security firm Mandiant released details on what it said was an aggressive hacking campaign on American businesses by a Chinese military unit. Since then, Treasury Secretary Jacob Lew has used high-level meetings with Beijing officials to press the matter. Beijing has denied the allegations.
Congressional leaders have promised to push comprehensive legislation that would make it easier for industry to share threat data with the government. But those efforts have been bogged down amid concerns that too much of U.S. citizens' private information could end up in the hands of the federal government.
As Congress and privacy advocates debate a way ahead, lawmakers tucked "section 516" into the latest budget resolution, which enables the government to pay for day-to day operations for the rest of the fiscal year. The provision specifically prohibits the Commerce and Justice departments, NASA and the National Science Foundation from buying an information technology system that is "produced, manufactured or assembled" by any entity that is "owned, operated or subsidized" by the People's Republic of China.
The agencies can only acquire the technology if, in consulting with the FBI, they determine that there is no risk of "cyberespionage or sabotage associated with the acquisition of the system," according to the legislation.
The move might sound like a no-brainer. If U.S. industry and intelligence officials are right, and China is stealing America's corporate secrets at a breathtaking pace, why reward Beijing with lucrative U.S. contracts? Furthermore, why install technical equipment that could potentially give China a secret backdoor into federal systems?
Last fall, Ruppersberger and House Intelligence Committee Chairman Mike Rogers, R-Mich., released a report urging U.S. companies and government agencies to drop any business with Chinese telecommunications companies Huawei Technologies Ltd. and ZTE Corp. because of the security risks they pose.
"Any bug, beacon or backdoor put into our critical systems could allow for a catastrophic and devastating domino effect of failures throughout our networks," Rogers said in a statement accompanying the report.
But a blanket prohibition on technology linked to the Chinese government may be easier said than done. Information systems are often a complicated assembly of parts manufactured by different companies around the globe. And investigating where each part came from, and if that part is made by a company that could have ties to the Chinese government could be difficult.
Huawei, the third-largest maker of smartphones, says it is owned by its employees and rejects claims that it is controlled by the communist government or China's military.
Depending on how the Obama administration interprets the law, Baker said it also could cause problems for the U.S. with the World Trade Organization, whose members include U.S. allies like Germany and Britain that might rely on Chinese technology to build computers or handsets.
But in the end, Baker says it could make the U.S. government safer and wiser.
"We do have to worry about buying equipment from companies that may not have our best interests at heart," he said.

Jordan denies helping funnel weapons to the rebels.
The two military experts, who closely follow the traffic, said the weapons include more powerful, Croatian-made anti-tank guns and rockets than the rebels have had before.
The Arab official said there was a "master plan" for the rebels to seize Damascus. He and the diplomat spoke to the AP on condition that their identities and their nationalities not be disclosed because the operation was covert.
"The idea is that the rebels now have the necessary means to advance from different fronts ? north from Turkey and south from Jordan ? to close in on Damascus to unseat Assad," the Arab official said. He declined to provide details, but said the plan is being prepared in stages and will take "days or weeks" for results.
Rebels have captured suburbs around Damascus but have been largely unable to break into the heavily guarded capital. Instead, they have hit central neighborhoods of the city with increasingly heavy mortar volleys from their positions to the northeast and south.
But rebels in the south are fighting to secure supply lines from the border with Jordan to the capital, and the new influx of weapons from Jordan has fueled the drive, a rebel commander in a southwestern suburb of the capital said. The consensus among the multiple rebel groups was that Damascus is the next objective, he added.
"There is an attempt to secure towns and villages along the international line linking Amman and Damascus. Significant progress is being made. The new weapons come in that context," said the commander, who spoke on condition of anonymity for fear of Syrian government reprisal. He said his own fighters on the capital's outskirts had not received any arms from the influx but that he had heard about the new weapons from comrades in the south.
Syria's rebels, who are divided into numerous independent brigades, have long complained that the international community is not providing them with the weaponry needed to oust Assad, drawing out a civil war that in the past two years has killed more than 70,000 people and displaced 3.5 million Syrians, nearly a third of them fleeing into neighboring countries.
But the United States in particular has been wary of arming the rebellion, fearing weapons will go to Islamic extremists who have taken a prominent role in the uprising. Washington says it is only providing non-lethal aid to the rebels. The U.S. involvement in the arms channels opened up by its regional allies is aimed at ensuring the weapons are not going to militants.
The Arab official, the diplomat and the military experts said the material was destined for "secular" fighters not necessarily linked to the Free Syrian Army, the nominal umbrella group for the rebels. Jordan and other Arabs have been critical of the FSA, which they accuse of having failed as an effective or credible force because its elements lack the fighting skills and military prowess.
The four described a system in which Saudi Arabia and Qatar provide the funding for the weapons, while Jordan and Turkey provide the land channels for the shipments to reach the rebels, while all coordinate with the U.S. and other Western governments on the shipments' destinations. All must agree for a shipment to go through. The Arab official said some of the arms are being purchased from Croatia, or from U.S. drawdowns in unspecified European countries. He said other sources were black market arms dealers across Europe and the Mideast.
Jordanian Information Minister Sameeh Maayatah insisted the kingdom was not helping funnel weapons. "Jordan is neither assisting the Assad regime, nor its opponents," he told the AP. Instead, he argued, Jordan wants a "quick political solution" to the Syrian crisis.
The Turkish Foreign Ministry would not confirm weapons transfer through Turkey, saying, "We have no official information to confirm such reports or claims."
Initially, Turkey was the main route for arms smuggled to the rebels when the flow began in early 2012, but Washington was unhappy that some weapons ended up in the hands of militants, the four said in separate interviews with the AP.
Subsequently, Jordan became an additional route, with the first airlift landing there Dec. 13, they said. Jordan insisted that its role remain clandestine so that it would not be at risk of reprisal by Assad's forces or rockets, they said. Jordan borders Syria to the south, and its frontier is within a two-hour drive of Damascus.
U.S. Secretary of State John Kerry said on the sidelines of a Syrian opposition meeting in Italy last month that the weapons are ending up in the hands of secular groups. "I will tell you this: There is a very clear ability now in the Syrian opposition to make certain that what goes to the moderate, legitimate opposition is in fact getting to them, and the indication is that they are increasing their pressure as a result of that," he said, without elaborating.
Wrapping up a summit in Qatar on Tuesday, Arab states underlined their right to arm the Syrian rebels, noting the growing frustration with Assad's regime and with what is believed to be a supply of weapons flowing to his regime from his main ally, Iran. Turkey, Jordan, Saudi Arabia and Qatar are headed by Sunni Muslim governments seeking the fall of Assad's regime, which is dominated by Syria's Alawite minority, an offshoot of Shiite Islam. The Arab powers in particular are hoping Assad's departure would break the influence in the region of predominantly Shiite Iran and its Hezbollah allies in Lebanon.
In an interview with the AP last week, Jordan's King Abdullah II said Assad's days were numbered, but warned of the risk that Syria might use chemical weapons against its neighbors, including Jordan. Traditionally, Damascus has been suspicious of its smaller southern neighbor, whom it accuses of being a U.S. puppet and a spy for Israel since the 1994 Jordanian-Israeli peace treaty. Despite the tensions, their common border has remained relatively quiet and open.
The opening of the weapons pipeline through Jordan "provides a fresh approach" to Syrian rebels, said Shashank Joshi, a military expert who has been monitoring the arms flow for two years for Britain's Royal United Services Institute think tank.
"This way opens a new front in southern Syria. It breaks free from connections with Saudi and Lebanese middlemen (in Turkey), while ensuring the weapons get to those rebels with secular, or nationalist ties, rather than the jihadists," he said.
Sweden-based arms trafficking expert Hugh Griffiths, who has been monitoring the arms flow and collecting independent data, said some 3,500 tons of military equipment have been shipped to the rebels since the traffic began in early 2012. He said there were at least 160 airlifts of weapons deliveries from Saudi Arabia, Qatar and later Jordan, with the most recent being a shipment of unspecified material from Qatar to Turkey on Sunday.
"Nothing compares in terms of the intensity of these flights over months-long periods at a time," said Griffiths, of the Stockholm International Peace Research Institute.
Two prominent independent researchers monitoring weapons traffic ? Eliot Higgins in Britain and Nic Jenzen-Jones in Australia ? said Croatian arms began appearing only recently in Syria. They include M60 recoilless guns, M79 Osa rocket launchers, and RBG-6 grenade launchers, which all are powerful anti-tank weapons.
Griffiths said the Croatian arms are a "major game changer." He said they are "portable, but pack a much bigger explosive punch."
The question will be whether the arms influx will tip the balance if rebels do launch an offensive for Damascus ? and whether the attempt to boost more moderate rebels over Islamists will be effective.
Syrian opposition activists estimate there are 15-20 different brigades fighting in and around Damascus now, each with up to 150 fighters. Many of them have Islamic tendencies and bear black-and-white Islamic flags or al-Qaida-style flags on their Facebook pages. There is also a presence of Jabhat al-Nusra, one of the strongest Islamic militant groups fighting alongside the rebels. In the Damascus area, the al-Nusra fighters are active mostly in the Yarmouk Palestinian refugee camp, but the presence is not as strong as it is in the north and east.
Capt. Islam Alloush, a spokesman for Liwaa al-Islam, a prominent rebel brigade with an Islamist ideology that is operating outside Damascus, denied any arms were being smuggled into southern Syria. "If there are any weapons being brought in, it would be from the north," he said.
Still, he said rebels were gearing up for the battle for Damascus. "We have been preparing for it for a long time. We have our own strategy," he said. "God willing, the battle for Damascus will begin soon."

Mar. 27, 2013 ? An international research collaboration has found five new regions of the human genome that are linked to increased risks for developing ovarian cancer. Duke Medicine researchers played a leading role analyzing genetic information from more than 40,000 women.
The findings are published in four studies, two appearing in the journal Nature Communications and two in Nature Genetics on March 27, 2013. The research is being published as part of a coordinated release of new data from the Collaborative Oncological Gene-environment Study (COGS), an international effort to identify genetic variations that make certain people susceptible to developing breast, prostate and ovarian cancers.
According to the National Cancer Institute, ovarian cancer accounts for 3 percent of all cancers in women and is the leading cause of death among cancers of the female reproductive system. This is due to the lack of early symptoms or effective screening tests.
Inherited mutations in the BRCA1 and BRCA2 genes dramatically increase ovarian cancer risk. Genetic testing for BRCA1 and BRCA2 mutations can identify women who would benefit most from surgery to prevent ovarian cancer, but this is relevant to less than 1 percent of the population. Other genetic variants that are more common may also affect ovarian risk. The Ovarian Cancer Association Consortium previously described six such genetic differences and now the COGS project has found five more.
"Because ovarian cancer is relatively uncommon, it is critically important to identify subsets of women at increased risk," said senior coauthor Andrew Berchuck, MD, director of the division of gynecologic oncology at Duke Cancer Institute. "Although the common genetic risk variants for ovarian cancer discovered thus far are not strong enough to use in practice, this may become a reality as additional variants are discovered. This could facilitate development of ovarian cancer screening and prevention strategies directed towards women most likely to benefit."
"Our hope is that these genetic variants, along with established epidemiologic factors, such as reproductive history, will not only enhance our ability to predict which women are at increased risk for developing this highly fatal disease, but will also provide new insight into the underlying biology and pathogenesis of ovarian cancer," said epidemiologist Joellen Schildkraut, PhD, director of the Cancer Control and Population Sciences program at Duke Cancer Institute. She is a senior coauthor of one of the Nature studies and the principal investigator of the North Carolina Ovarian Cancer Study, one of the studies that contributed data to this discovery.
"Because of the large number of study subjects, we were able to determine that some genetic variants were important to specific subgroups of ovarian cancer, suggesting possible differences in the underlying cause of these subtypes," Schildkraut said.
Additional studies on the biology of these genetic variants could help researchers develop new tests to predict which women are at risk of developing ovarian cancer, and potentially lead to therapies that better treat the disease.
In addition to Berchuck and Schildkraut, Duke study authors include Rachel Palmieri Weber of the Department of Community and Family Medicine and Edwin Iversen of the Department of Statistical Science and Cancer Prevention, Detection and Control Research Program.

ORLANDO, Fla. (AP) ? The former chairman of the Republican Party of Florida was sentenced Wednesday to one-and-a-half years in prison for stealing $125,000 in party funds, marking the fall of a man who once was one of the most powerful political figures in the state.
Jim Greer, 50, was sentenced in an Orlando courtroom, more than a month after he pleaded guilty to four counts of theft and a single county of money laundering. The guilty pleas in February ended Greer's trial before it started.
Circuit Judge Marc Lubet handed down a sentence Wednesday that was less severe than the three-and-a-half years in prison requested by prosecutors. Lubet explained that he went with a more lenient sentence because Greer had already paid $65,000 in restitution to the Republican Party of Florida and because Greer's former right-hand man, Delmar Johnson, had committed the same crimes but hadn't been charged.
Johnson had been scheduled to be prosecutors' star witness and was granted immunity in exchange for his testimony. He didn't return a phone call seeking comment on Wednesday.
"I feel that this crime deserves prison," Lubet told Greer. "You egregiously violated a position of trust."
After the hearing, Greer was led from the courtroom in handcuffs. His attorney, Damon Chase, said Greer had entered the guilty pleas to avoid the risk of a jury convicting him and getting a lengthy prison sentence.
"Mr. Greer did fall on his sword for this one," Chase said. "He did what he felt was best for his family. He feels good about it ... Next year, he will be spending time with his family and everything will be fine."
An attorney for the Republican Party of Florida said he received a $65,000 wire transfer representing Greer's restitution from Jacksonville attorney Hank Coxe on Monday. Stephen Dobson said he didn't know how Greer came up with the money, given that the former chairman has reported being financially strapped since his arrest in 2010. Chase refused to answer questions about where the money came from and Coxe didn't return a phone call and email Wednesday afternoon.
Greer also has agreed to drop a civil lawsuit against the Republican Party of Florida. The lawsuit accused the party of failing to pay him a severance.
"Eighteen months in prison for somebody like Jim Greer," Dobson said. "I don't think anybody thought a couple of years ago that he'd go to prison like this."
The trial had threatened to expose the underbelly of Florida's dominant political party and its formerly high-spending ways. Some of Florida's most powerful politicians were scheduled as witnesses, including former Gov. Charlie Crist, former U.S. Sen. George LeMieux, former Florida Attorney General Bill McCollum and several state House and state Senate leaders.
Topics covered in pretrial depositions included allegations of prostitutes at a state GOP fundraiser in the Bahamas, the drinking habits of Crist and intraparty strife.
Prosecutors said Greer funneled almost $200,000 to a company he had formed with Johnson. He kept $125,000 of the money funneled to Victory Strategies for himself.
Greer was vice mayor of the small central Florida town of Oviedo when Crist surprisingly picked him to be the state party chairman after he led local efforts to help Crist get elected governor in 2006. He previously was the president and CEO of a company that provides training to the hospitality industry on how to comply with alcohol laws.
The plea arrangement was reached at the last minute. Jury selection was set to begin early last month, but neither Greer nor prosecutors had appeared in the courtroom an hour after the trial was supposed to start.
Until he entered his guilty pleas, Greer had contended that party leaders, including Crist, knew about the financial arrangement that gave Greer's company a cut of party money in exchange for fundraising efforts. Greer had said he was targeted because of his support for Crist, who later defected from the GOP to run as an independent for U.S. Senate but lost to Rubio.
Crist denied ever knowing about the arrangement.

The Cyclone in Coney Island (Holly Bailey/Yahoo News)BROOKLYN, N.Y.?Erik Knapp was just 7 when he took his first turn on the Cyclone, Coney Island?s famed wooden roller coaster. His mother had insisted that he was too young to ride the old rickety coaster, but his grandfather took him anyway, and to hear Knapp tell it, it was love at first ride.
In the years since, Knapp, who is now 47, estimates he?s ridden the coaster ?at least 2,000 times? and says he?ll ride it until the day he dies. As proof, he points to a gigantic tattoo of the Cyclone he had inked on his right bicep many years ago. It?s a permanent depiction of the coaster?s iconic red Cyclone sign and a train of passengers falling on the ride?s first major drop. Seated in the front seat alone is a skeleton.
?That?s me,? Knapp says, grinning. ?This ride is such a part of my life. I have never lost the thrill of it, and I don?t think I ever will.?
But in October, Knapp worried he might lose his beloved ride forever in the fierce winds and flooding of Superstorm Sandy. A massive nine-foot storm surge wiped out many businesses along Surf Avenue, Coney Island?s main strip, and flooded the 86-year-old coaster. But unlike the Jet Star, the coaster in Seaside Heights, N.J., which collapsed into the sea and became an iconic image of Sandy?s devastation, the Cyclone stayed put. And on Sunday, it reopened?along with the Wonder Wheel Ferris wheel and the rest of the amusement park that city officials once feared might not be able to recover in time for this summer.
?Coney Island is open!? Brooklyn Borough President Marty Markowitz declared as he and Sen. Chuck Schumer christened the Cyclone?s reopening by smashing a wine bottle full of egg cream on the ride?s first car.
But all around Coney Island, there are still signs of Sandy?s wrath.
Down the block, the original location of Nathan?s Famous hot dogs remains closed. Its customers have been rerouted to another location on the boardwalk as it tries to reopen later this spring. Coney Island USA, home to vintage games and a freak show, is still closed after flooding caused more than $400,000 in damage to its historic building. And the nearby New York Aquarium also remains closed after heavy damage. Staff there say they hope to reopen by May.
On Sunday, across the street from the Cyclone, about a dozen local residents quietly protested the hype surrounding the amusement park?s reopening. Waving signs that read ?People Live Here? and ?Coney Island is Not Back,? they accused city officials of focusing more on getting the rides open than helping to rebuild the rest of the neighborhood.
?In a lot of buildings, we still don?t have heat. We don?t have a library. We don?t have a police station. We don?t have a post office,? said Dana Monroe of the People?s Coalition of Coney Island, which organized the protest. ?Where are the grand openings for things that actually help the people who live here??
Jeri Gventer, who works with seniors who live on the west end of Coney Island, complained that many of the senior centers in the neighborhood remained without needed repairs. In one building, the elevator has been out of service since Sandy?a big deal because many elderly residents can?t climb stairs very well, if at all.
?This neighborhood is very poor,? Gventer said. ?We can?t do these things without help. And we just feel ignored.?
Across the street, Markowitz said he sympathized with their plight?and blamed delays in receiving state and federal aid as the reason for the slow recovery in the neighborhood. He pointed out that the Cyclone and the rest of the amusement park had opened so quickly in part because the owners of the facility had used their own money to make repairs instead of waiting for public help.
But Markowitz insisted the amusement park would help Coney Island?s recovery because many of its employees live in the neighborhood, and it would likely spur additional redevelopment. But, he added, that doesn?t mean the job in Coney Island is done.
Motioning to the protesters, Markowitz said, "It's right for them to be here, so they put right in front of those that have that responsibility, which is Sen. Schumer, the Assembly, the Senate, Congress, City Council, borough president, all of us, to make sure that we stay focused on resolving their needs.?
But for Knapp, the Cyclone?s return was more than just the reopening of his favorite thrill ride. In October, his home in nearby Gerritsen Beach suffered severe flooding in Sandy, and he said he's spent the past five months slowly trying to rebuild and recover from the storm.
?The Cyclone coming back is not just an important symbol of recovery for the neighborhood, it?s important to me. It gives me a sense of normalcy,? Knapp said.
So on Saturday night?as he has for the past eight years?Knapp got in line outside the Cyclone at just after 8 p.m. so that he could be the first to ride the coaster on its reopening day. He camped outside with a group of friends.
Just after noon on Sunday, he bounded up the roller coaster's entrance ramp and jumped into the train?s first car, where he proudly showed a group of reporters his Cyclone tattoo and the word ?CYCLONE? shaved into his hair. He was so excited he could barely sit still.
?Last night was one of the coldest nights I?ve ever spent out here, but it was worth it,? Knapp said. ?I love the Cyclone. I love Coney Island. It feels good to be back.?

A mother and cancer survivor says she doesn?t understand why the federal government is appealing a decision that awarded her employment insurance sickness benefits worth $5,000 while she was on maternity leave.
Jane Kittmer, 41, of Stratford, Ont., told CTV?s Power Play that just a few weeks after a court ruled that she was entitled to the sickness benefits, she received a notice that Ottawa was appealing the decision.
?I found out just before Christmas that I had won my case and then a couple of weeks later I received a file,? she said. ?I just assumed that it would be ?This is how much you?re entitled to,? but it was actually the appeal coming from the government.
?I was very surprised to receive that and I?m still surprised that they?re going through and appealing this.?
Kittmer?s fight for the sickness benefits began in 2010, when during her maternity leave she was diagnosed with cancer.
Her claim for the benefits was denied because the law at the time required her to be available for work. Kittmer said the side effects from her chemotherapy treatments left her unable to return to her place of employment.
She appealed the decision, using a precedent-setting case of Toronto mother Natalyal Rougas. Rougas, like Kittmer, was diagnosed with cancer during her maternity leave.
Rougas took her case to court and in 2011 a judge ruled that she was eligible for the benefits and awarded her 15 weeks of worth of them.
Ottawa did not appeal Rougas? case and even introduced a bill correcting the issue, called the ?Helping Families in Need Act.? The act allows parents to collect EI sick benefits if they fall ill while taking parental leave.
Parliament passed the act last November. At the time the government said the act would help around 6,000 families a year.
The changed laws became effective on Sunday, meaning that anyone in Kittmer?s situation who applies for sick benefits today will be awarded them. People who applied before the laws changed are left to fight for their benefits.
Armed with the Rougas decision, Kittmer appealed her case and won. But now she?s wondering why the government is appealing her decision.
?I used her case to go to the (EI) umpire, that?s how I won my case. But they didn?t appeal hers, but now they?re appealing mine. I don?t quite understand the logic in all that,? she said.
Kittmer, who is now cancer-free, would have received around $5,000 from the sickness benefits.
Lawyer Stephen Moreau represented both women and has filed a $450- million class-action lawsuit for about 60,000 Canadian women who have been denied sickness benefits since 2002.
He told CTV News that Ottawa is resisting payment because it will set a precedent.
?They?re fighting those before the new legislation came into force. They?re saying they can?t get it, but we?re happy to give it up after March 24,? he said.
Kittmer?s case made it to the floor of the House of Commons on Monday.
NDP MP Irene Mathyssen said the case was another example of the Conservatives targeting out-of-work Canadians and restricting EI benefits.
?The Conservatives are taking a mother with cancer to court,? she said. ?For Jane Kittmer it gets worse. Not only does she have to battle cancer, she has to battle the Conservatives too.? She called on the government to drop the ?insensitive and unethical attack.?
Human Resources Minister Diane Finley said that Kittmer?s case was a result of the previous Liberal government?s rules and that the Conservatives were responsible for changing the laws.
?We?ve made tremendous improvements to the system since then,? Finley said.

Showing up on a search engine results page (SERP) has the tendency of reaching those who are information or task oriented. Display ad marketing often reaches desirable profiles but it?s never known if the profile has an immediate need or interest in your product or service. The quandary within display advertising isn?t the lack of being able to reach an internet user, the dilemma is being able to display relevant messaging to relevant users within a relevant time frame. Search retargeting?brings the above ideas together by using search query history as a way to signal intent and is followed by using IP address tracking to then target the unique user via display advertising while they surf the web. This powerful form of display advertising is all about increasing relevancy and subsequently the performance and impact of banner ads served to internet users.
Take today?s typical consumer buying cycle for example:
1) Develop a need or desire
2) Research online for options to satisfy that need or desire (Search)
