After nearly a year circling the moon,?NASA's?Ebb and Flow will meet their demise when they crash ? on purpose ? into the lunar surface.

Just don't expect to see celestial fireworks. Next week's impact near the moon's north pole by the washing machine-sized spacecraft won't carve a gaping crater or kick up a lot of debris. And it'll be dark when it happens.
"We are not expecting a big flash or a big explosion" that will be visible from Earth, said mission chief scientist Maria Zuber of the Massachusetts Institute of Technology.
Still, it'll mark a violent end to a successful mission that has produced the most high-resolution gravity maps of Earth's closest neighbor. On Friday, engineers will turn off the science instruments in preparation for Monday's finale.
Previous unmanned trips to the moon have studied its lumpy gravitational field, but Ebb and Flow are the first ones dedicated to this goal. Since entering orbit over New Year's weekend, the formation-flying spacecraft have peered past the craggy surface into the interior.
Initially, the spacecraft flew about 35 miles (56 kilometers) above the surface and later dropped down to 14 miles (22 kilometers). About an hour before Monday's impact, they will fire their engines until they run out of fuel and slam at 3,800 mph (6,115 kph) into a predetermined target ? a mountain near the north pole that's far away from the Apollo landing sites.
Ebb will hit first followed by Flow 20 seconds later. Though the drama won't be visible from Earth, the Lunar Reconnaissance Orbiter will fly over the crash site afterward and attempt to spot them.
The last time?NASA?aimed at the moon was in 2009. The world watched through telescopes and over the Internet as a spacecraft and its booster rocket smashed into a permanently shadowed crater ? a one-two punch that fizzled when spectators saw little more than a fuzzy white flash.
The mission's end will also mark the close of a student campaign that used cameras aboard the spacecraft to image lunar targets including on the moon's far side. The MoonKAM project was spearheaded by a science education company founded by Sally Ride, the first American woman in space. Ride died of pancreatic cancer in July at age 61.
Even after Ebb and Flow complete their mission, scientists will continue to pore over the bounty of data they collected.
Among their findings so far: The moon is more beat up than previously imagined. The crust is much thinner than thought. And there's no evidence that Earth once had two moons that collided to form the one we see in the night sky.

Discount Rates
As
explained by Earl Nesbitt, Executive Director of the National
Association of Settlement Purchasers (NASP), during his presentation at
the NASP 2011 Annual Meeting: the concepts of "discount rate" and "discounted present value" both play an important role in court hearings to evaluate structured settlement transfer proposals.
The Model State Structured Settlement Protection Act defines "discounted present value" to mean: "the
present value of future payments determined by discounting such
payments to the present using the most recently published Applicable
Federal Rate for determining the present value of an annuity, as issued
by the United States Internal Revenue Service."
Secondary market experts interviewed by S2KM agree generally that discount rates for structured settlement transfers were "low" during 2012 compared with prior years - especially when compared with 2009 when discount rates were exceptionally "high" as a result of the 2008 financial crisis.
"Average"
discount rates are difficult to define because many factors determine
the discount rate for a specific case. For examples: cost and
availability of funds; single vs. multiple bid transactions; duration
and amount of payments; and whether payments are certain or life
contingent.
During his 2011 NASP presentation, Nesbitt
summarized these results from a 2011 survey he conducted of the discount
rates approved by judges in Harris County Texas:
The average discount rate: 15.8 percent;
The weighted average (i.e. taking into consideration the relative case size): 12.96 percent;
The lowest discount rate: 7.4 percent; and
The highest discount rate ($3494 paid for $7282 due in less than one year): 61.3 percent.
Market Shares
Industry experts interviewed by S2KM disagree on who controls what percentages of the structured settlement secondary market.
Estimates of the post-merger 2012 market share (revenue and sales) of the now-combined J.G. Wentworth and Peachtree Financial Solutions (JGW/Peachtree) vary from a low of 50% to a high of 75%.
The remaining 2012 market shares (revenue and number of transfers) are believed to be split relatively evenly among other NASP members and non-NASP members including re-sellers.
Not all secondary market participants, however, share equally in industry profits.
Some
industry experts believe JGW/Peachtree's share of the estimated 2012
industry profits of $120 million was $100 million, or 83%.
Many
new secondary market participants, including re-sellers, who began
entering the market in 2009, are experiencing lower profits (or losses)
in 2012 according to industry experts interviewed by S2KM. In addition,
attorneys representing insurance companies report these newer (non-NASP
member) factoring companies and re-sellers frequently lack legal and
transactional knowledge ("don't know what they are doing") and cause an inordinate number of transfer problems.
Primary Market Response
As S2KM previously reported, continuing secondary market sales growth has occurred despite restrictive actions by primary structured settlement participants. Examples:
The National Structured Settlement Trade Association (NSSTA) continues to prohibit its members from "actively
soliciting and promoting structured settlement factoring transactions
to individuals who are receiving periodic payments under structured
settlements?"
In Stone Street Capital v. McClendon,
a Louisiana state court ruled that Travelers Insurance, as owner of
structured settlement annuities, had no right to order structured
settlement annuity issuers (in this case MetLife) to stop making
payments to transfer companies following the death of the original
annuitant/payees despite existing court orders approving those
transfers.
Historic Metrics
Based upon interviews with industry experts and DBRS' June 8, 2011 Pre-Sale Report
for J.G. Wentworth's Fixed Rate Asset-Backed Notes Series 2011-1, S2KM
estimates the following historic (1986-2012) structured settlement
secondary market metrics:
$4 billion - aggregate sums paid to transferor structured settlement recipients. For comparison, S2KM estimates the primary market has sold $134 billion of structured settlement annuities since 1975.
Vermont became the 48th state to enact a structured settlement protection statute. The new Vermont statute
is generally based upon the NCOIL Model Act with some variations
related to independent professional advisors, notice requirements for
certain state agencies and the required court appearance by the
structured settlement payee.
JLL Partners, owners of J.G. Wentworth, are reportedly attempting to sell the company for $1 billion with several private-equity firms identified as potential purchasers.

Rep. Ed Markey (D-Mass.) is running for the seat expected to be vacated by Sen. John Kerry (D-Mass.) upon his confirmation as secretary of state, the Boston Globe reports Thursday.
"I have decided to run for the U.S. Senate because this fight is too important," Markey said in a statement to the Globe. ?There is so much at stake."
Markey is the first major candidate to announce a run, while Reps. Mike Capuano (D-Mass.) and Stephen Lynch (D-Mass.) have also signaled interest in running. Defeated Sen. Scott Brown (R-Mass.) has not said what he will do, but would be a strong candidate in a special election given his personal popularity.
Markey, 66, is the longest-serving congressman in the state's delegation, having been elected to the House of Representatives in 1976. He represents suburbs north and west of Boston. He ran for Senate in 1984 and withdrew from the race, and considered a run after the death of Sen. Ted Kennedy (D-Mass.).
Massachusetts Gov. Deval Patrick (D) said he will in all likelihood appoint a caretaker to the seat to take Kerry's place, while a special election would probably occur in early in June.
Markey's office did not return a request for comment Thursday.

Anxiety about a deepening political and economic crisis has gripped?Egypt?in past weeks, with many people rushing to buy dollars and take out their savings from banks. The government has imposed new restrictions to reduce capital flight.
The new charter, which the secularist opposition says betrays?Egypt's 2011 revolution by dangerously mixing religion and politics, has polarised the Arab world's most populous nation and prompted occasionally violent protest on the streets.
Results announced on Tuesday showed Egyptians had approved the text with about 64 percent of the vote, paving the way for a new parliamentary election in about two months.
The win in the referendum is the Islamists' third straight electoral victory since veteran autocrat?Hosni Mubarak?was toppled in 2011, following parliamentary elections last year and the presidential vote that brought Mursi to power this year.
Mursi's government, which has accused opponents of damaging the economy by prolonging political upheaval, now faces the tough task of building a broad consensus as it prepares to impose unpopular austerity measures to prop up the economy.
The presidency said on Wednesday that Mursi had signed a decree enforcing the charter overnight after the official announcement of the result of the referendum approving the basic law,?Egypt's first constitution since Mubarak's overthrow.
The opposition has condemned the new basic law as too Islamist, saying it could allow clerics to intervene in the lawmaking process and leave minority groups without proper legal protection. It also said the referendum was marred by widespread electoral violations.
NBC asked Washington D.C. police if it could use a 30-bullet magazine on "Meet the Press," but police denied that request, The Washington Post reports.
The network apparently went ahead and obtained the high-capacity magazine, which Meet the Press host David Gregory displayed Sunday while interviewing the head of the National Rifle Association.
Police are now investigating whether the show violated D.C.'s ban on semiautomatic weapons and the high-capacity magazines used in those weapons, on the heels of an outcry from the conservative blogosphere.
Here's an email D.C. police sent to the blog Patriot Perspective, which a Metropolitan Police Department spokesman confirmed to the Post was accurate:
MPD has received numerous emails informing us of the segment. NBC contacted MPD inquiring if they could use a high-capacity magazine for their segment. NBC was informed that possession of a high-capacity magazines is not permissible and their request was denied.
It's not clear how Meet the Press obtained the high-capacity magazine used on Sunday's show.
A representative for NBC did not immediately respond to Business Insider's request for comment, nor did a representative for the D.C. police department.

VATICAN CITY (AP) ? Pope Benedict XVI marked Christmas Eve with Mass in St. Peter's Basilica and a pressing question: Will people find room in their hectic, technology-driven lives for children, the poor and God?
The pontiff also prayed that Israelis and Palestinians live in peace and freedom, and asked the faithful to pray for strife-torn Syria as well as Lebanon and Iraq.
The ceremony began at 10 p.m. local time Monday with the blare of trumpets, meant to symbolize Christian joy over the news of Christ's birth in Bethlehem. As midnight neared, chuch bells tolled throughout Rome, while inside the basilica, the sweet voices of the Vatican's boys' choir resounded joyously.
Christmas Eve Mass at the Vatican traditionally began at midnight, but the start time was moved up years ago so as to give the 85-year-old pontiff more time to rest before his Christmas Day speech. That address is to be delivered at midday Tuesday from the basilica's central balcony.
A smiling Benedict, dressed in gold-colored vestments, waved to photo-snapping pilgrims and applauding church-goers as he glided up the center aisle toward the ornate main altar of the cavernous basilica on a wheeled platform guided by white-gloved aides. The platform saves him energy.
In his homily, Benedict cited the Gospel account of Mary and Joseph finding no room at an inn and ending up in a stable which sheltered the baby Jesus. He urged people to reflect upon what they find time for in their busy, technology-driven lives.
"The great moral question of our attitude toward the homeless, toward refugees and migrants takes on a deeper dimension: Do we really have room for God when he seeks to enter under our roof? Do we have time and space for him?" the pope said.
"The faster we can move, the more efficient our time-saving appliances become, the less time we have. And God? The question of God never seems urgent," Benedict lamented.
The pope worried that "we are so 'full' of ourselves that there is no room left for God." He added, "that means there is no room for others either ? for children, for the poor, for the stranger."
With his voice a bit hoarse, and looking somewhat tired as the two-hour ceremony neared its end, Benedict decried that history has suffered through "misuse of religion," when belief in one God became a pretext for intolerance and violence. Still, he insisted that where God is "forgotten or even denied, there is no peace either."
"Let us pray that Israelis and Palestinians be able to live their lives in the peace of the one God and in freedom," the pope said.
Benedict also mentioned his hope for progress in Syria, which is mired in civil war, as well as Lebanon and Iraq.
Reflecting the Vatican's concern about the exodus of many fearful Christians from the Muslim-dominated Middle East, Benedict expressed hope that "Christians in those lands where our faith was born maybe be able to continue living there" and that Christians and Muslims "build up their countries side by side in God's peace."
Hours before the basilica Mass, Benedict lit a Christmas peace candle on the windowsill of his studio window overlooking St. Peter's Square.

Egyptian judges were investigating opposition accusations of voting irregularities today before declaring the result of a referendum set to show that a contentious new constitution has been approved.

President Mohamed Morsi sees the basic law, drawn up mostly by Islamists, as a vital step in Egypt's?transition to democracy almost two years after the fall of military-backed strongman Hosni Mubarak.
The opposition, a loose alliance of liberals, moderate Muslims and Christians, says the document is too Islamist, ignores the rights of minorities and represents a recipe for more trouble in the Arab world's most populous nation.
Critics have also said the vote, conducted over two stages in a process that ended on Dec. 22, was marred by a litany of irregularities, and have demanded a full inquiry.
"The committee is currently compiling results from the first and second phase and votes from Egyptians abroad, and is investigating complaints," Judge Mahmoud Abu Shousha, a member of the committee, told Reuters.
He said no time had been set for an announcement of the final outcome, but it appeared unlikely to be today.
A tally by the Muslim Brotherhood, which lifted Mr. Morsi into the presidency, indicated a 64 percent "yes" vote, although only a third of the 51 million eligible Egyptians took part. An opposition count was similar, but they said the ballot had been marred by abuses in both rounds.
By forcing the pace on the constitution, Morsi risks squandering the opportunity to build consensus for the austerity measures desperately needed to kickstart an ailing economy.
Highlighting investor concerns, Standard and Poor's cut Egypt's?longterm credit rating today and said another cut was possible if political turbulence worsened.
The low turnout also prompted some independent newspapers to question how much support the charter really had, with opponents saying Morsi had lost the vote in much of the capital.
"The referendum battle has ended, and the war over the constitution's legitimacy has begun," the newspaper Al-Shorouk wrote in a headline, while a headline in Al-Masry Al-Youm read: "Constitution of the minority."
What happens next
If the "yes" vote is confirmed, a parliamentary election will follow in about two months, setting the stage for Islamists and their opponents to renew their battle.
Under the new constitution, legislative powers that have been temporarily held by Morsi move to the Islamist-dominated upper house of parliament until a new lower house is elected.
The make-up of the Supreme Constitutional Court, which Islamists say is filled with Mubarak-era appointees bent on throwing up legal challenges to Morsi's rule, will also change as its membership is cut to 11 from 18.
Those expected to leave include Tahani al-Gebali, who has described Morsi as an "illegitimate president."
The head of the Muslim Brotherhood's?Freedom and Justice Party, Saad al-Katatni, wrote on Facebook that the group's members were "extending our hands to all political parties and all national forces," adding: "We will all start a new page."
But the opposition National Salvation Front says the new basic law deepens a rift between the liberals and Islamists who combined to overthrow Mubarak, and will extend the turbulence that has taken a heavy toll on society and economy.
The opposition said they would continue to challenge the charter through protests and other democratic means.
"We do not consider this constitution legitimate," liberal politician Amr Hamzawy?said yesterday, arguing that it violated personal freedoms. "We will continue to attempt to bring down the constitution peacefully and democratically."
The run-up to the referendum was marred by protests, originally sparked when Morsi awarded himself broad powers on Nov. 22. At least eight people were killed when rivals clashed in protests outside Morsi's official palace in Cairo. Violence also flared in the second city, Alexandria.

HOUSTON (AP) ? The Houston Texans slowed down Adrian Peterson. The same couldn't be said for how they handled the rest of the Minnesota Vikings.
Peterson rushed for 86 yards, falling far short of the 2,000-yard mark, yet helping the Vikings (9-6) keep their playoff hopes alive with a 23-6 upset of the Texans on Sunday.
Christian Ponder threw a touchdown pass, Toby Gerhart added a score and Blair Walsh kicked three field goals.
The loss kept the Texans (12-3) from clinching home-field advantage throughout the AFC playoffs. They could still secure a first-round bye if Denver loses later Sunday.
Peterson had his lowest rushing total since getting 79 yards on Oct. 14 in a loss at Washington, breaking a streak of eight 100-yard games. He has 1,898 this season and needs 208 yards to break the NFL single-season rushing record held by Eric Dickerson.
The Vikings took a 10-3 lead when Walsh kicked a 56-yard field goal. The kick gave Walsh, a rookie, the NFL record with nine field goals of 50 yards or longer this season.
The Texans failed to score a touchdown for the first time since 2006.
J.J. Watt had a sack to leave him with 20 1/2 this season.
Houston got within 10 points before Gerhart's 3-yard run extended the lead to 23-6 with about five minutes left in the fourth quarter. That drive was helped by a 29-yard run by Ponder.
Ponder was 16 of 30 for 174 yards to help the Vikings pile up 345 yards. He finished with seven rushes for 48 yards ? 14 more yards rushing than the Texans had. Arian Foster had 10 rushes for 15 yards before leaving with about nine minutes left in the third quarter with an irregular heartbeat. Coach Gary Kubiak said he is OK, but he was taken out as a precaution.
Ben Tate took over and didn't fare much better with four carries for 17 yards.
The Texans were foiled by their inability to convert third downs, going 1 of 11. Quarterback Matt Schaub went 18 of 32 for 178 yards.
Houston got to the Minnesota 1 with a 12-yard reception by Kevin Walter late in the third quarter. Then came an incomplete pass followed by a run for no gain by Tate. Schaub was sacked by Fred Evans for a loss of 14 yards to make the Texans settle for a 33-yard field to cut the lead to 16-6.
Houston had to punt on its first possession of the third quarter, but got the ball right back when Watt sacked Ponder and forced a fumble. Bradie James recovered, but the Texans couldn't take advantage of the miscue and had to punt again.
The Vikings extended their lead to 16-3 when Walsh made a 39-yard field goal on the first drive of the second half. That series was helped when Ponder found Jarius Wright on a 15-yard reception, and the Vikings got 15 more yards when Whitney Mercilus was flagged for unnecessary roughness on Ponder.
Houston was on the Minnesota 28 early in the second quarter when Jasper Brinkley forced Foster's fumble, which was recovered by A.J. Jefferson.
Houston had to punt later in the second quarter when Schaub was sacked for a 9-yard loss. A 41-yard field goal by Walsh left Minnesota up 13-3 at halftime.
Peterson ran for 20 yards to get Minnesota's offense going. The Vikings took a 7-3 lead when Kyle Rudolph grabbed a 3-yard touchdown reception. Rudolph also had a 27-yard catch that drive.
Houston's Andre Johnson had seven receptions for 97 yards.
Gerhart finished with eight carries for 31 yards.

SEOUL (Reuters) - This month's rocket launch by reclusive North Korea shows it has likely developed the technology, long suspected in the West, to fire a warhead more than 10,000 km (6,200 miles), South Korean officials said on Sunday, putting the U.S. West Coast in range.
North Korea said the December 12 launch put a weather satellite in orbit but critics say it was aimed at nurturing the kind of technology needed to mount a nuclear warhead on a long-range missile.
North Korea is banned from testing missile or nuclear technology under U.N. sanctions imposed after its 2006 and 2009 nuclear weapons tests and the U.N. Security Council condemned the launch.
South Korea retrieved and analyzed parts of the first-stage rocket that dropped in the waters off its west coast
"As a result of analyzing the material of Unha-3 (North Korea's rocket), we judged North Korea had secured a range of more than 10,000 km in case the warhead is 500-600 kg," a South Korean Defense Ministry official told a news briefing.
North Korea's previous missile tests ended in failure.
North Korea, which denounces the United States as the mother of all warmongers on an almost daily basis, has spent decades and scarce resources to try to develop technology capable of striking targets as far away as the United States and it is also working to build a nuclear arsenal.
But experts believe the North is still years away from mastering the technology needed to miniaturize a nuclear bomb to mount on a missile.
South Korean defense officials also said there was no confirmation whether the North had the re-entry technology needed for a payload to survive the heat and vibration without disintegrating.
Despite international condemnation, the launch this month was seen as a major boost domestically to the credibility of the North's young leader, Kim Jong-un, who took over power from his father who died last year.
Apparently encouraged by the euphoria, the fledgling supreme leader called for the development and launching of "a variety of more working satellites" and "carrier rockets of bigger capacity" at a banquet in Pyongyang on Friday which he hosted for those who contributed to the lift-off, according to North Korean state media.
