VW expands portfolio while other makers cut back

Fiat/Chrysler CEO Sergio Marchionne may have put Alfa-Romeo out of the Volkswagen Group?s reach for now but there is a good reason to believe that VW is on the prowl for a 13th, and possibly even a 14th,brand to add to its large and varied stable of nameplates, according to industry observers.

While many manufacturers ? notably General Motors and Ford ? have been cutting back on their brand portfolios, Volkswagen AG Chairman Ferdinand Piech has been aggressively expanding the German maker?s marque count. VW last year finally completed the takeover of Porsche ? brand number 12 ? and Piech has continued to say he wants Alfa, despite Marchionne?s howls of protest.

Piech has indicated Europe?s largest automaker plans to add at least one brand to the current lineup as part of a strategy to claim the global auto industry?s sales crown by 2018.

Piech said in an interview with German monthly magazine ADAC Motorwelt that his children 10 years from now will drive one of the automaker?s ?at least 13 brands.? VW representatives declined to comment.

The Wolfsburg, Germany-based automaker for now has enough work on its hands leading the divisions it already owns, Chief Executive Officer Martin Winterkorn said in August. VW has eight passenger car nameplates, a light commercial-vehicle unit, two heavy-truck makers and one motorbike brand, having acquired Ducati a year ago.

Piech, however, seemed undeterred by such challenges, though he has yet to explain which other brands he?d like to take on ? or how he expects to acquire them.

But VW insiders familiar with the company?s operations, who asked not to be identified, suggested there are a couple of possibilities.

For starters, VW is under pressure from Chinese authorities to create a new brand in China. The Chinese want western and Asian automakers operating in the booming nation to create distinctively Chinese brands designed at least to appeal to customers in smaller cities and rural areas.

That led General Motors to create the Baojun brand with its Chinese partners SAIC and Wuling Motors in 2011, while Nissan and its Chinese ally recently launched the Venucia brand.

VW, which vies with GM to dominate the Chinese market, has so far resisted regulators? demands, but it appears to be moving closer to adding a new brand in China. Not only does VW want to keep the Chinese authorities happy, the addition of a second brand may be driven by necessity. The current brands, including VW and Skoda are not in position where they can reduce prices to appeal to a broader section of Chinese consumers.

Bringing on a new brand with vehicles priced at under $9,000 or $10,000 actually makes sense as the Chinese market continues to develop, according to one knowledgeable VW official, who asked not to be identified.

There are still other ways VW could up its brand tally.

The German maker has a long-standing relationship with the Proton, an independent automaker based in Malaysia that has a strong presence in promising markets in Southeast Asia such as Indonesia. Proton?s management, which is facing increasingly expensive effort to develop new vehicles, could decide it makes more sense to join the VW Group, which has ample resources to fund such programs.

In fact, if VW were to acquire Proton it could get a 2-for-1 brand deal since the Malaysians also operate British sports car maker Lotus ? which could use some deep pockets to promote its own, ambitious product development program.

?We?re going to get to the bottom of Benghazi,? said Graham on CBS News? "Face the Nation."

Hmmm. Will that work? Is it possible for one senator to just bring Senate proceedings to a halt? Does this mean that Mr. Hagel and Mr. Brennan will twist in the wind for an indefinite period of time?

Yes, it will work if Graham presses the issue (he has threatened this for some time). Yes, ?holds? are a venerable Senate procedure. No, it won?t work indefinitely, at least in this case, because the GOP does not appear to want to mount a full-blown filibuster against either nominee.

Let?s explore holds for a moment, and then we?ll touch on Graham and his possible motives.

The first point to make here is that the Senate is not the House. With only 100 members, it?s more of a club than the other chamber. It has always operated in a separate, idiosyncratic world, in which members cede some deference to other members on the theory that a day will come when they?ll want some deference themselves.

Thus we have the ?hold,? a practice whose exact origin ?has been lost in the mists of history,? according to a Congressional Research Service history and analysis of the subject.

Under a hold, an individual senator can tell his or her party leader that certain measures should not be brought to the floor. As CRS notes, implicit in this notice is the threat that the senator in question would filibuster the measure if necessary. That?s why the practice is sometimes called a ?silent filibuster.?

Senate rules call for the majority leader, sometimes in concert with the minority leader, to decide whether and for how long to honor these requests. So technically speaking, if Graham does stop these nominations via a hold, majority leader Sen. Harry Reid (D) of Nevada will have agreed to the move.

The original reason for the practice was to allow busy senators to stop bills that might affect their home states, or an issue in which they had a particular interest, until such time as they could give the legislation their full attention. But in the modern era of holds, beginning about 1970, lawmakers began to use them as leverage to try to further their own political and policy agendas.

As the Senate changed from a place run by an inner circle of old bulls to today?s more individualistic chamber, the use of holds exploded. In that sense they?re really more a modern invention than a legislative tradition, wrote political scientist Jonathan Bernstein on his popular politics blog in 2010.

Secret holds used to be possible. Rules now call for the name of the senator placing a hold to be made public after two days. But it?s still possible to maintain secrecy via tag-team holds, in which a senator objects to a measure, then withdraws after two days to be replaced by a compatriot, and so on.

That?s the context in which Graham is threatening his move. The South Carolina Republican has been a pit bull on the Benghazi question, charging that the administration has not been forthcoming on what happened prior to and during the attack, and delayed producing answers due to the politics of the 2012 presidential election.

This appears to be a genuine belief on his part, notes Washington Post political bloggers Chris Cillizza and Aaron Blake, but he also may be attempting political damage control of his own. Graham has long been viewed suspiciously by conservatives, who see him as someone not quite adherent to their principles. He?s up for reelection in 2014, and he?s trying to make sure he does not draw a primary challenge from the right.

Fighting on the Benghazi issue and against the nomination of Hagel in particular ?is a way for Graham to prove (or maybe remind) the party base that while they may not be with him on every issue, he remains a committed conservative,? write Cillizza and Blake.

The problem for Graham is that the real power of the hold is in its threat of a filibuster, and that threat appears hollow in the case of Obama?s national security nominees. At the moment there do not appear to be enough GOP votes to deprive either of the 60 needed to overcome filibuster opposition.

Sen. John McCain (R) of Arizona indicated this Sunday during a talk show appearance. Though he had ripped into Hagel during the latter?s nomination hearing and appears likely to vote against the nomination, Senator McCain on "Fox News Sunday" said, ?we?ve never filibustered a presidential cabinet appointee and I don?t think we should start here.?

The Senate Armed Services Committee is now set to vote on Hagel's nomination as secretary of Defense on Tuesday. The full Senate could take up a Hagel vote as early as Thursday.

United becoming uncatchable

Avoiding the type of undo drama that usually defined their matches, Manchester United gave one of their most impressive performances of the season, a controlled effort that saw the Premier League leaders post a 2-0 win over sixth place Everton.

With a strong start followed by their trademark passive governance, United was never in danger of dropping points. Ryan Giggs? 13th minute goal gave the Red Devils the lead, and although Everton controlled possession for most of the next half-hour, United doubled their lead through Robin van Persie in first half stoppage time.

Massaging play throughout the second half, the closest United came to conceding was a mid-period chance for substitute Nikica Jelavic. It was one of the few instances that stressed goalkeeper David de Gea. For much of the match, he enjoyed the scenery behind a suddenly solidifying Red Devil defense.

For most of the season, the defense has been a weakness, though nothing that?s prevented United from establishing a 12-point lead in England. With the domestic race firmly under control, the Red Devils can shift focus to Champions League, where their renewed defense will face Real Madrid Wednesday at the Santiago Bernabeu.

Man of the Match:?With apologies to Nemanja Vidic (strong defensively) and Rafael (who contributed to both goals), when you play the key part of both goals of a 2-0 win, it?s going to be difficult to take Man of the Match honors away from you. On the opener,?Robin van Persie won his one-on-one with John Heitinga to set up Giggs??goal. On the second, he timed his run correctly and beat a poorly executed Everton trap, running onto a Rafael ball and rounding Tim Howard to score United?s insurance.

He could have had more. In the 10th minute, van Persie failed to take advantage of an exposed goal, shooting into the right side netting. In the 81st minute, van Persie had both posts to choose from at 12 yards out before pulling his shot wide right. On another day, the normally clinical striker?would have had at least one more goal.

But even with misgivings, van Persie?s contributions to the game?s only goals make him the Man of the Match.

Threesome of knowledge: What we learned

Nemanja Vidic?s returning to his former self?- You can?t blame the Manchester United captain for taking a little time to round into form. Making his 11th appearance after missing most of the 2011-12 campaign, Vidic looked close to his former elite self. He dominated his physical battle with Everton striker Victor Anichebe, handled the responsibility of marking Marouane Fellaini on set pieces, and made some astute first half reads during the half-hour stretch where Everton dominated possession. If Vidic and Rio Ferdinand continue to round into form, United?s biggest problem is solved.

Marouane Fellaini needs, gets special attention?- Phil Jones hasn?t been given many starts in midfield this season. Most of that comes down to injuries, but Michael Carrick?s performances, Anderson?s health, and a full season of Paul Scholes have also played into it.?With Fellaini set to occupy the space in front of United?s defense, Alex Ferguson brought Jones into midfield and tasked him with marking the big Belgian.

The results were mixed, though the scoreboard speaks for itself.?Fellaini?s life was made more difficult, but he still saw a lot of the ball. Jones? assignment allowed him to be pulled out of position, leaving more space in front of Vidic and Jonny Evans. Thanks to the awareness of Tom Cleverley, Ryan Giggs, and Wayne Rooney (who covered the space between midfield and the left flank), United was never punished for the tactic.

The approached highlighted Fellaini?s importance. He?s so key to Everton?s success that Ferguson elected to essential man-mark him. As Gary Neville noted on broadcast, it?s something Ferguson?s rarely done.

Everton?s defense just not good enough -?On the first goal, you saw why John Heitenga?s no longer a regular starter. Phil Neville and John Heitenga each contributed to the second. Tim Howard made a number of bad reads (with poor execution) coming off his line. Everton?s defense wasn?t near good enough to contain a United team who, while they don?t generate a ton of chances, are the most clinical team in the league.

  • Ryan Giggs looked like he has another year in him. He scored for the 21st consecutive season, showed good flexibility and awareness in defense, and created what should have been a second van Persie goal.?
  • The two teams set up nearly identically, both in 4-4-2 formations with a forward withdrawn. A big tactical difference was how the defenses dealt with that withdrawn forward. United marked Fellaini with Jones. Everton did nothing special for Rooney.

  • Everton flipped their wings to start the game, putting Steven Pienaar on the right with Kevin Mirallas on the left. It worked so well Moyes reversed his decision after 15 minutes.
  • For the third straight match, Nikica Jelavic started on the bench for Everton. Victor Anichebe again got the call up top.

Ex-Pentagon chief Gates OK with drone oversight

WASHINGTON (AP) ? Former Defense Secretary Robert Gates says he finds merit in "some check" on a president's ability to order drone strikes against American al-Qaida suspects overseas, lending support to creating a special court that would review such requests.

"I think that the rules and the practices that the Obama administration has followed are quite stringent and are not being abused. But who is to say about a future president?" said Gates, Pentagon chief for Presidents George W. Bush and Barack Obama.

The potential model that some lawmakers are considering for overseeing such drone attacks is a secret court of federal judges who now review requests for government surveillance in espionage and terrorism cases.

"Something that would give the American people confidence that there was, in fact, a compelling case ... to launch an attack against an American citizen, I think just as an independent confirmation or affirmation, if you will, is something worth giving serious consideration to," Gates told CNN's "State of the Union" in an interview broadcast Sunday.

The issue gained momentum in the run-up to the confirmation hearing last week for John Brennan, Obama's top counterterrorism adviser who helped managed the drone program, to be CIA director. Before the hearing, Obama directed the Justice Department to give the congressional intelligence committees access to classified legal advice providing the government's rationale for drone strikes against American citizens working with al-Qaida abroad.

Demands for such information grew after the leak early last week of an unclassified memo on how decisions are made to target U.S. citizens abroad. The memo says it is legal for the government to kill U.S. citizens abroad if it believes they are senior al-Qaida leaders continually engaged in operations aimed at killing Americans, even if there is no evidence of a specific imminent attack.

The leader of the Senate Intelligence Committee, Sen. Dianne Feinstein, said she intended to review proposals for "legislation to ensure that drone strikes are carried out in a manner consistent with our values" and she suggested something similar to the Foreign Intelligence Surveillance Court. That special court reviews requests on government surveillance in espionage and terrorism cases.

Gates said that "this idea of being able to execute, in effect, an American citizen, no matter how awful, having some third party having a say in it or perhaps ... informing the Congress or the intelligence committees or something like that, I just think some check on the ability of the president to do this has merit, as we look to the longer term future."

A September 2011 drone strike in Yemen killed Anwar al-Awlaki and Samir Khan, both U.S. citizens. A drone strike two weeks later killed al-Awlaki's 16-year-old son, a Denver native.

The strikes came after U.S. intelligence concluded that the elder al-Awlaki was senior operational leader of al-Qaida in the Arabian Peninsula plotting attacks on the U.S., including the abortive Christmas Day bombing of an airplane landing in Detroit in 2009.

In Thursday's hearing, Brennan defended drone strikes as necessary, saying they are taken only as a "last resort," but he said he had no qualms about going after Anwar al-Awlaki.

He said the White House had considered the concept of the special courts, and he said he would be open to discussing it because "American citizens by definition are due much greater due process than anybody else by dint of their citizenship."

Every small business needs to account by law for the profit or loss that it makes over time. Not only is this valuable information for the business owner, but such accounting is required in order for the business to be able to report that information to the appropriate tax authority in its locale.

Furthermore, many small business owners prefer to keep their attention on running and building their business, rather than on accounting practices. Nevertheless, the importance of establishing and maintaining sound basic accounting practices cannot be overemphasized to make sure that the business is performing in a financially desirable way.
Basic Accounting Record Keeping

One of the most important accounting practices needed when starting a business consists of keeping accurate records about how the business is doing financially over time. The three primary types of record keeping that are typically used in small businesses consist of:
Journals

These are the original books of entry that can be updated by just about anyone with basic record keeping skills. Journals can be used to keep track of such things as payroll payments to employees, sales receipts generated when products are sold, bank deposits and withdrawals, and purchases made by the business. Journal totals are posted to the General Ledger, while each entry will be posted to the relevant Subsidiary Ledger.
Subsidiary Ledgers

These are books kept for analysis purposes that usually contain account records in greater detail. Subsidiary ledgers might include such information as: accounts receivable, accounts payable, payroll data, and financial information about jobs that are currently in progress or are in the process of being billed for.

The General Ledger

This is the final book of entry that is typically maintained by an experienced accountant or bookkeeper. The General Ledger for a business is maintained from the point that the business is started until it closes its doors. This single key ledger is typically updated on a monthly basis with the totals from each journal into the corresponding General Ledger accounts and is used to create financial statements. A separate page in the General Ledger is kept for each individual account.
The General Ledger Balance Sheet

An important end result of effective accounting record keeping using Journals, Subsidiary Ledgers and a General Ledger is commonly known as the company?s Balance Sheet. The balance referred to in this key statement of a business?s assets and liabilities is achieved in double entry book keeping systems because total debits must equal total credits for the company.

The General Ledger?s Balance Sheet has four main sections, and each section in the General Ledger is then totaled as part of a company?s basic accounting practices. Specifically, the sections include and keep track of:

Assets ? also known as debits
Liabilities ? also known as credits
Capital ? includes investments and earnings
Accruals ? include depreciation and uncollectable debts

In terms of the General Ledger Balance Sheet, the balance refers to the fact that the assets that a business has or owns must equal the sum of its debits, or what the company owes with respect to its liabilities, its accruals, and its capital.

Basically, the Balance Sheet provides very helpful information for any investor or tax authority that wishes to assess the financial success of the business that it pertains to.
